Concession as a state investment policy tool

Russian Federation’s competitiveness is largely interconnected with the state investment policy’s development level. However, need for investments in high-quality infrastructure, on one hand, and corresponding budget funds deficit, other highlight problem of business entities’ cooperation by means concession. At same time there are many barriers, which hinder concession’s consecutive development. That why research goal includes elaboration measures, aimed at effective application a concession as tool policy. The systematic approach set scientific including observation, expert assessment, statistical data processing, analysis comparison have been applied study. As result, authors define following growth areas concession: legal normative (normative consolidation strategies programmes, quality improvement methodological projects elaboration), production organizational (quality territorial planning when proposing concessional agreements, complex to facilities’ modernization etc.) economic (broadening spectrum budgetary non-budgetary tools used financing projects, reasonable requirements guarantee exposure according agreement etc.).
